I want to take instructor led online not " inClass" because I live in Yemen and there is no Oracle partners there so how can I join instructor led online .....

You have to apply and pay for this via www.oracle.com/education. From here you book yourself in to take the instructor-led course and you will be provided with the relevant URL.
